A similar upzoning request was
denied in 2004.
Issue 3-135 (68 acre Rutkowski
property on Raphel Rd)
was
requested by the County Council
to change from RC 5 to RC 2,
possibly in reaction to a suggested
plan for the County to purchase
the property, possibly for a high
school. GKCA initially supported
this change, but after discus-
sions with the owner, is looking at
the possibility of supporting the
retention of the present zoning in
exchange for limits on the amount
of future development.
Issue 3-144 (back end of vacant
property behind Vet Clinic in Fork
along Fork Rd)
was requested by
the County Council to upzone a
small piece from RC 5 to BM CR.
GKCA opposes this change as it is
immediately adjacent to a house.
Issue 3-167 (Longfield Estates)
was requested by County Council
to change from RC 5 to RC 7 as
a possible solution to the long-
running battle to prevent further
development of several parcels
adjacent to the mansion. GKCA
supports this change. (See article in
the Drum regarding the latest on
Longfields.)
Issues 3-202, 229, and 232 for
sections of the Gunpowder Falls
State Park
were requested by
County Council to change from RC
5 to RC 7. While this zoning has
no effect as long as the State owns
the property, it would take affect to
prevent excess development if the
State were ever to sell off parts for
development, as was rumored to
be in the works several years ago.
GKCA supports these changes.
Issue 3-208 was requested by
County Council to downzone the
Kingsville Elementary School
,
again to protect against any future
thought to sell it for other develop-
ment, for example, if a completely
new school were built elsewhere
else. GKCA supports this change.
Issue 2-226, for the golf course
and the adjacent, recently pur-
chased property between the golf
course and I-95
, was requested by
County Council to change from
RC 5 to RC 7, to protect from
future development if the County
sold the property. GKCA supports
this change.

   GKCA will almost always oppose
any upzoning request made during
CZMP for changing residential to
business zoning. We believe that
this is an inappropriate method to
create additional business-zoned
area, since it is done without any
plans or safeguards concern-
ing what is actually done with
the property. Anyone desiring
to change residential to business
zoning should be aware that we
will gladly consider any request
for upzoning using the cycle zon-
ing process which includes plans
submitted to document improve-
ments to the overall property such
as landscaping, parking, lighting,
etc. When appropriate, GKCA will
not oppose cycle upzonings which
result in a net benefit to the com-
munity. We will vigorously oppose
any which detract from the rural
character of the Greater Kingsville
area or our quality of life.
