Code of Baltimore County Regulations (COBAR)

Definition

"Regulation" means a statement of county government that has general application, has future effect, details or carries out a law, and is in any form includng a requirement, standard, statement of interpretation, or a statement of policy.

Procedure

The County Code requires a process for the approval of all "regulations". These are not approved by the County Council, but must be reviewed by the County Attorney who must compile, edit, and publish them. Before approval, a notice must be published in the newspaper, and a public hearing must be held, with a process for submission of public comments. When adopted, copies must be available at each public library, the office of the County Council, and at each department or office location.
